Article 5
        Revocation, Suspension or Limitation of Authorization

     1.  The  Aeronautical Authority of each Party shall, with respect
to  an airline designated by the other Party, have the right to revoke
the  operating authorization, or to suspend the exercise of the rights
specified  in  Article  2  (Grant  of  Rights) of this Agreement or to
impose  the  conditions  as  it  may deem necessary on the exercise of
these rights, temporarily or permanently if:
     a)  the  substantial  ownership  and the effective control of the
airline does not correspond to the designated Party or its nationals;
     b)  that  airline  fails to comply with the conditions prescribed
under the present Agreement;
     с)  the airline otherwise fails to operate in accordance with the
laws and regulations of the Party granting the rights.
     2.  Unless immediate revocation, suspension, or imposition of the
conditions  mentioned  in  paragraph 1 of this Article be essential to
prevent  further infringement of laws or regulations, such right shall
be  exercised  only  after  consultation  with  the  other Party. Such
consultation  shall  begin  as  soon  as possible after the request is
received.
