The Government of the Russian Federation and the Government of
the Islamic Republic of Afghanistan, hereinafter referred to as the
"Parties",
Concerned by increasing illicit traffic in narcotic drugs and
psychotropic substances (hereinafter "narcotic drugs") and their
precursors,
Aware that illicit traffic in narcotic drugs poses a serious
threat to the health and welfare of the peoples of the two States,
Recognizing that suppression of illicit traffic in narcotic drugs
as one of the most dangerous forms of international criminal activity
demands urgent and priority attention,
Reaffirming their commitments under the 1961 Single Convention on
Narcotic Drugs as amended by the 1972 Protocol Amending the 1961
Single Convention on Narcotic Drugs, the 1971 Convention on
Psychotropic Substances and the United Nations 1988 Convention against
Illicit Traffic in Narcotic Drugs and Psychotropic Substances,
Desiring that the cooperation provided for in this Agreement
would complement the interaction carried out pursuant to other
international commitments to suppress illicit traffic in narcotic
drugs and their precursors,
Have agreed as follows:
